On 8 July 2016 the President of Zambia, His Excellency Edgar Chagwa Lungu was seriously questioning the Hippo *'cull' - but word is he was being resisted by The Director General of Department of National Parks and Wildlife (DNPW), Mr Paul Zyambo.<br />
<br />
The coalition behind Hippo Whistler decided to send 700 signatures of the petition (to date 8 July) to The President. It was simultaneously delivered to both the DG of DNPW and the Minister for Tourism and copied into the President's email to assist him to make up his mind.<b> </b><br />

Mr Jacob (Jack) Shuma, a businessman and professional hunting outfitter in the seat of Malambo (Mfuwe area), was elected in a by-election and sworn into Zambia's government on 2nd July 2015. [1]<a href="http://www.parliament.gov.zm/node/4321"></a><br />

The ZAWA (now DNPW) contract to 'cull' hippos in the South Luangwa area was awarded to two companies, Mabwe Adventures and Mr Jack Shuma some time in November or December 2015. [2] <br />

<span style="color: red;"><b>If Mr Shuma MP was a sitting Member of Parliament at the time, did the Minister for Tourism or the Director General of DNPW know of his personal or private interest in the 'cull'?</b></span><br />
<br />
The burden of proof is on The Director of DNPW, Paul Zyambo and Tourism Minister Hon. Jean Kapata to disclose, in the public interest, the procedure used to award the contract, in accordance with all relevant legislation pertaining, for a government operation to a <u><i><b>sitting member of parliament.</b></i></u><br />
<br />
<b><span style="color: red;">Is Mabwe Adventures Zambia Limited<span style="font-family: "arial"; font-size: 13px; font-style: normal; font-weight: 400; text-decoration: none;"> (</span>registration number12015013436) a properly constituted Zambian Company and is one of the principles a government employee at the time the contract was awarded?</span></b><br />
<br />
Mabwe Adventures was registered with PACRA on 21 Day of July 2015. One of the principles, Flavian Mupemo <i><b>was allegedly </b></i>an employee of ZAWA at the time of the transaction. Listing in the PACRA document as a Business<u><i><b>woman </b></i></u>not a businessman as is the case in the gender of, <i><u><b>Mr </b></u></i>Mupemo is confirmed as having been, for a considerable period of time, a paid employee of ZAWA. [3] <br />
<br />
<i><span style="color: red;"></span></i>Another
principle of Mabwe Adventures, Mr Leon Pierre Joubert is listing on the
registration document as a Zambian citizen, he is however <b><i>confirmed</i></b> to
be a South African businessman from Gauteng, ZA. Mr Joubert is the registered owner of
a South African mine. Mr Joubert appears to also have an interest in (or ownership
of) other tourism operations in a number of other countries on the
African continent. Of note and concern is that the required document of
proof recorded on the PACRA registration is what <i><b>appears to be</b></i> a false
Zambian citizenship document number. The number provided <i><b>appears to be</b></i> an unknown
Country of Origin passport number.<br />
<br />
<span style="color: red;"><b>Questions as to the legitimacy of both contracted parties, <i>Mr Jack Shuma MP</i> and <i>Mabwe Adventures Zambia Limited</i> must be answered by the Department or the Ministry for the public to have faith in the legality or legitimacy of the contracts.</b></span><br />

<br />Born Free calls for independent Presidential inquiry and a permanent halt to the killing<br /><br />Two thousand of Africa's increasingly rare hippo, living in the wildlife haven of Zambia’s Luangwa Valley, face the renewed threat of terror and death, following a meeting held in Lusaka on Wednesday 22nd June.<br /><br />Will Travers OBE, President and CEO of Born Free Foundation, stated: “Leaving aside the moral and ethical arguments and Born Free's consistent opposition to culling, we are asking for urgent clarification on a number of key issues and the publication of all scientific evidence that might support such drastic measures.”<br /><br />International and Zambian opposition to the cull has been widely reported in the media.<br /><br />A temporary suspension of the cull, announced on 14th June, was, according to the Department of National Parks and Wildlife (DNPW), to allow for “extensive consultation”. However, following the brief meeting in Lusaka on Wednesday 22nd June it now appears the hiatus is over and the cull is set to resume. <br /><br />This “invitation only” meeting was called by Stephen Mwansa, Permanent Secretary of the Ministry of Tourism & Arts, and Paul Zyambo, Director of DNPW. The company contracted by DNPW to carry out the cull, Mabwe Adventures, was in attendance, along with only one local stakeholder, the Luangwa Safari Association - representing safari camps and lodges in South Luangwa National Park.<br /><br />Information from Zambia indicates that DNPW is now poised to push ahead with the cull of 2,000 hippos over five years using paying trophy hunters, as was recently promoted on Theo De Marillac Safaris’ website.<br /><br />Why this decision has been taken, and on what basis, remains shrouded in secrecy. In light of this, Born Free Foundation wrote to the President of Zambia, His Excellency Edgar Chagwa Lungu, on 27th June, requesting the cull be abandoned and that key information pertaining to DNPW’s justifications for the cull to be made publically available. To date, no response has been forthcoming.<br /><br />Born Free Foundation, together with other wildlife conservation and animal protection organisations, believe that five critical issues still need to be addressed:<br /><br />1. DNPW has, to date, failed to provide robust, scientific evidence demonstrating that there is an overpopulation of hippos in the Luangwa River, or to make public the Government of the Republic of Zambia report that they have cited in their justification<br />2. DNPW has failed to provide robust, scientific evidence clearly demonstrating that previous hippo culls in the Luangwa Valley have been successful in reducing the population over the long-term and that the culling methodology that has been proposed - targeting whole pods of hippos in the water - is humane<br />3. DNPW has failed to provide rainfall and river level data showing that river levels and water flow in the Luangwa River are abnormally low and cannot sustain the current hippo population<br />4. DNPW has failed to provide credible, scientific evidence to show that such an indiscriminate hippo cull would prevent a future outbreak of anthrax - not prevent the spread of an existing outbreak - as there isn't one<br />5. DNPW has failed to provide categorical evidence that an approved and transparent tendering process took place in awarding the culling contract to Mabwe Adventures, of which an ex-Zambia Wildlife Authority employee, Flavian Mupemo, is a shareholder and beneficiary.<br /><br />Given the highly contentious nature of culling; the unanswered questions raised above; the possible conflict of interest; and the concerns about the lack of transparency of the tendering process, Born Free Foundation is calling for the planned cull to be abandoned and for the matter to be investigated at the highest possible level by an independent inquiry, established under the auspices of The Office of The President.<br /><br />Travers added: “The longer these vitally important issues go unanswered, the more the authorities come up with different and, as yet, unsubstantiated justifications for the cull, the more Zambia - one of Africa's great wildlife strongholds - will suffer lasting reputational and potentially economic damage. We took to the sand bars to ask the affected Hippos how the killing is impacting their community. <br /><br />It’s 5 am and the air and river is cool. The river’s levels are lowish, but nothing out of the ordinary, similar to other seasons at the same time of year. I have come out to interview the hippos in the South Luangwa National Park (SLNP), but these incidents that have so impacted their family are to be repeated in multiple locations along the Luangwa River in the Luangwa Valley as well as here in South Luangwa, also at Luambe NP and North Luangwa NP. Reportedly up to 2000 hippos will lose their lives in the killing seasons.<br /><br />The scene appears peaceful, but as I approach the pod of hippos I can hear their levels of concern. Many have just returned from the night shift. The rumbles and snorts louder than usual, they are upset and stressed. No-one wants to be seen on camera. Can you tell our audience your story, in your own words?</span></span><br />

I have this little kid, Bonbette she is a month old and I have to get grass as much as I can because I am feeding her. I have to have so much milk for her and need to keep my condition up. But since the hunters arrived, I am too frightened to leave the river much. I am stressed out of my mind, 4 weeks it has been since they set up camp. The local ones (the butcher team) they know us really well - we are neighbors you know, sometimes they go berserk and kill one of us to give to the chief for some big party, they have been doing that since forever we can remember, but that’s life, you know, but six of us in one week. Just random acts of violence, 6 in one week!</span><br /><span style="color: #660000;"><br />Hermione River-Horse: So the locals are butchering but who is doing the killing?</span><br /><br /><span style="color: #274e13;">Sandra Hippo: The foreigners - the muzungus wearing camouflage and hats, smelling of DEET - they came with their big No-Bang Sticks (she means guns) and follow us. You know us hippos we can run. We can run 35 kilometres an hour for a short stretch but not fast enough to outrun the No-Bang Sticks. </span><br /><span style="color: #444444;"><br /><i><b>Sandra stares off into the long distance, eyes red rimmed but dry.</b></i></span><br /><span style="color: #660000;"><br />Hermione River-Horse: What happened the day your son was killed, sorry to ask but I am wondering if you can take us through it.</span><br /><br /><span style="color: #274e13;">Sandra Hippo: Honk. Honk. Honk, snort. Yes, my son, Barley, he was one of the ones that died on 31 May Dry Season, it was really early in the morning, he was out grazing further down river. We had all smelled the diesel when the vehicles arrived, but we smell that all the time anyways, no big deal it’s what the humans here mostly do, they drive around and look at us. That morning we smelled the smoke from their morning camp fire and knew they were up but didn’t know they were after us. I think Barley must of heard the muzungu and the wildlife officers coming, he was a too far away from the water at the time, but just minding his own business, eating, I heard him running, he’s my son, you know, my eldest he was only 6 years old, I knew the sound of his footsteps. Snort, blow, harrumph. </span><br /><br /><span style="color: #444444;"><i><b>Chomping stiff jawed, Sandra is obviously distressed.</b></i></span><br /><br /><span style="color: #660000;">Hermione River-Horse: Tell our audience a bit more about Barley, what was he like?</span><br /><br /><span style="color: #274e13;">Sandra Hippo: Barley? Well, he was always a playful lad, liked to tussle and always up to mischief you know, but everyone in the pod loved him, especially Peter and Zunder they were like brothers. Although lately, Barley and Peter were starting to be a bit of a handful and I was looking forward to Barley leaving home and setting up with some bachelor friends further down the river. Caesar (that’s his Dad) was starting to get pretty mad with him, had a go at him a couple of times recently and the way he smelled, he was staring to come into his manhood, and how he kept fussing the other ladies, you know? I knew it was time to be pushing him out of home. You have to. They don’t want to go on their own, they have to be told. I had told him he had to go soon, just the day before.</span></span><br />
<span style="font-family: inherit;"><span style="color: #274e13;"> </span><i><b><br /><span style="color: #444444;">Sandra’s head falls, she shuts her eyes and just stands, dejected for minutes.</span></b></i><br /> </span><br />
<span style="font-family: inherit;"><span style="color: #274e13;">Sandra Hippo: Snort. Harrumph. Blow. He was so far down river because I had told him it was nearly time to go. He was wandering further because I had said to go. He tried to make it back to us.</span></span><br />

Blow. He’s dead now. **OMHG. Snort, garrumph.</span><br /><br /><span style="color: #660000;">Hermione River-Horse: How has what has happened affected you?</span> <br /><br /><span style="color: #274e13;">Sandra Hippo: Not so much me, I’m devastated but can handle it, I have been around the river a long time. That day, when Barley and the others were killed, I watched from the water, trying to shield Bonbette from seeing, but she saw and was terrified. I had to keep her afloat she was so frozen with fear she might have drowned. She lost her brother that day. I lost my son. But I’m not the only one this has happened to, ask my sister Muriel, her son, Peter was shot and skinned too, she hasn’t said much since then she’s in shock you know? Maybe better if you talk to Caesar, he’s been my husband for 6 years. His other wives, not just Muriel, have lost their kids too, or their sisters and brothers. 6 of them shot and skinned, their heads left in the sun. Where are we supposed to go? </span><br /><br /><span style="color: #444444;"><i><b>Sandra looks up and down the river within 500 metres the neighbouring pods are restless, in their own stretches of the river. </b></i></span><br /><br /><span style="color: #274e13;">Sandra Hippo: You know we used to all just live pretty well in harmony, things get tough when the river levels drop - and some of us, usually the the old and weak die - but we, our ancestors have lived along this river for as long as there has been a river here. Snort. Where can we go?<br /> </span></span><br />
<span style="color: #274e13;"><span style="font-family: inherit;">You know, we all, every one over weaning age need to leave the river to eat. I need to get out and eat, Either I have to take my baby, Bonbette, with me if I <span style="font-family: inherit;">am</span> not going far or hide her in a shallow cut away on the bank because she is at risk if I leave her with the pod, she is too little. Snort. Hurrumph, </span></span><br />

<span style="font-family: inherit;"><span style="color: #444444;"><span style="color: #274e13;"> </span><br /><i><b>She lowers her head and rests her nose on Bonbette.</b></i></span><br /><br /><span style="color: #274e13;">Sandra Hippo: I just can’t say anymore, Bonbette needs feeding, go talk to Caesar, or Muriel. Thank you for caring, there is hardly anyone who has spoken up about this! He has worked hard every day to keep this stretch of river for his family. His wives are all related to one another, having lived together since their birth - he is their husband and master as is the culture of hippos, keeping his family safe from threat. Except this time, he cannot stop this threat. I seek out Caesar and ask if he is willing to be interviewed.</span></b></i></span><br /><span style="color: #274e13;"> </span></span><br />

Right now everyone is terrified of the killings and we don’t know when it is going to stop!</span><br /><span style="color: #444444;"><br /><i><b>He balefully glares down river. His head is high and he is a magnificent Hippo as he pulls himself out of the water to stand on the bank for the interview. He shot my boy in cold blood, Barley almost made it back to the river. He was just inches from making it safely back home. I was out at the time, grazing too. I didn’t hear the no-bang-stick, because they have this thing that makes it silent I dunno why maybe it is so the other humans, the paying ones, what’d ya call em? Tourists? Maybe it is so they don’t get frightened or concerned. Is that it? So THEY don’t get frightened and concerned? What about MY family! </span></span><br />
<span style="font-family: inherit;"><span style="color: #274e13;"> </span><br /><span style="color: #444444;"><i><b>He chomps the air head raised, standing 5 ft at the shoulder all 1500 kilogrammes of him shining in the sunlight.</b></i></span><br /><br /><span style="color: #274e13;">Caesar Hippo: What about us hippos? We can’t leave anyway and my wives she (he means all of them) are terrified. Already we have lost 6 of our family to these bastards. </span><br /><span style="color: #444444;"><br /><i><b>He chomps the air again and opens his mouth wide swinging his head in futile anger.</b></i></span><br /><br /><span style="color: #274e13;">Caesar Hippo: I saw the bodies of 6 of my family shot, butchered, hacked up and heads left in the sun. What is happening? How many more of us are gonna die? What about the other humans with the clicky-things (he means cameras) they come to see us and the elephants, the lions, the leopards they don’t usually hurt us. Where are they now? Where are the Clicky-tourists? Being shown other parts of the river, other hippos, not us where there are dead ones, eh? They are not here looking at the killing and the butchering up that is for sure. Snort. Honk.. You know what I think? </span><br /><br /><span style="color: #444444;"><i><b>He <span style="font-family: inherit;">mouths</span> his own chops obsessively for a few minutes as he thinks through what it is that he thinks. </b></i></span><br /><br /><span style="color: #274e13;">Caesar Hippo: Snort, roar, jaw-chomp. I think, that the very idea of killing us puts a woody in those hunter’s pants.</span> <br /><br /><span style="color: #444444;"><i><b>He sneers 30 cm tusks gleaming in the morning light.</b></i></span> <br /><br /><span style="color: #274e13;">Caesar: You wanna see what a man does? Little pathetic scrawny things? You WANNA see what a real MAN does? </span><br /><br /><span style="color: #444444;"><i><b>He roars and swings away and crashes into the river. Standing with water lapping his sides, to protect his family, head raised, jaws agape. His wives and children gather around him giving comfort and paying homage to their husband and pod master. I give him a few minutes to contain himself and ask if he feels he can continue.</b></i></span></span><br />

He says he looked up to them both, thought when he was old enough he would join them wherever that stretch of the river was that they moved to as bachelors, now they are both dead... </span></b></span></i></span><br />

Laugh! We used to laugh our heads off. Honk. honk. honk. honk. honk.</span><br /><br /><span style="color: #444444;"><i><b>A chorus of honking is taken up up and down the river in memory of Barley and Peter and the others.</b></i></span><br /><br /><i><b><span style="color: #444444;">Zunder flashes his tusks. Then hunches into himself, this 900 kg hippo just collapses in on himself and snuffles looking devastated.</span> </b></i><br /><br /><span style="color: #274e13;">Zunder Hippo: Snort. Both, gone. Mum is a shadow of her former self in just three weeks she went from being the bossiest gal in the pod to just drifting in the shadowed shallows, she has hardly eaten, she is pregnant again, but doesn’t want to live anymore. </span><br /><br /><span style="color: #444444;"><i><b>He drifts off, bereft.</b></i></span><br /><br /><span style="color: #660000;">Hermione River-Horse: It is evident from the eye-witness accounts from these few brave hippos that the effect of the killing is taking it’s toll. The weapons used are fitted with silencers. At least 6 hippos have been shot, butchered and their meat sold from the back of vehicles to local people since that time. <br /><br />Due to the outrage raised by other humans on behalf of the Hippos (<a href="http://hippowhistler.blogspot.com/2016/06/born-free-foundation-media-release-7th.html" target="_blank">Media Release 1</a> and <a href="https://hippowhistler.blogspot.ro/2016/06/born-free-foundation-media-release-15th.html" target="_blank">Media Release 2</a>), the DNPW Zambia have put a temporary hold on the killings while they try to find a way to extricate themselves from the controversy and still continuing the killing. <br /><br />A concerned Hippo-ally has started a petition on AVAAZ here: <a href="https://goo.gl/A0TWEx" target="_blank">https://goo.gl/A0TWEx</a> calling on the government to permanently stop the killing. <br /><br />There has been talk that the contracts may be in dispute given that one of the contractors of the company awarded the contract was a paid member of staff of ZAWA (the body disbanded last year now reconstituted as DNPW) when the contract was awarded. We are investigating this matter and will report in due course.<br /><br />The information gleaned from previous sources has stated that the DNPW are going to shoot the mum’s and babies, everyone in whole pods. The Department is calling it a cull, but why are the hunters just picking hippos off one by one on dry land? The bag (the hunters euphemism for body count) is said to be 4 a day. The hunting season is 4 months, There are multiple locations along the Luangwa Valley targeted. How can it be a cull when they are just shooting a few at a time? What is really going on? Trophy Hunting is what is going on at a level never seen before.<br /> </span><br />

Born Free will continue to closely monitor events.<br /><br />Born Free President and Co-Founder, Will Travers OBE, stated: “Leaving aside the ethical dimension – whether it is morally acceptable to kill hundreds of healthy animals to prevent a possible future outbreak of a disease – other important questions remain to be answered. Is there an overpopulation of hippo and on what is this evaluation based? Is culling an effective anthrax control strategy and, again, where is the evidence?”<br /><br />There has been widespread shock and outrage on social media since news of the cull was reported last week by Born Free. The distressing news made headlines across the world and may have prompted the decision of the authorities to suspend the cull.<br /><br />Though the cull was reportedly sanctioned by DNPW as a ‘wildlife management tool’ to prevent the possible future spread of anthrax among wild animals (although, for the first time, the DNPW is now claiming low river levels as a justification), the killing was opened up to non-Zambian trophy hunters. The immediate and growing condemnation from a variety of sources has given the Department of National Parks & Wildlife (DNPW) pause for thought and they have issued an *information release stating they have temporarily suspended the<span style="font-size: small;"> <b>‘<i>culling</i>’</b></span> operation while they <b>"<i>evaluate the matter and provide a way forward</i>”.</b><br />
This is a small and temporary victory for all those who have voiced their concern about 2000 Hippos being killed over the next five years in the Luangwa Vally and in maintaining this area as a pristine wilderness and wildlife area.<br />
<br />
The department will now no doubt seek further proof and justification for its actions; but the fact remains, that to date <i><b>no evidence</b></i> has been provided of the environmental necessity, the ecological sustainability or the imminent alleged public health risk from anthrax (which interestingly was <i><b>not</b></i> mentioned in the release).<br />
<br />
The DNPW chose to turn this activity into a money making exercise and the Department must now show that revenue raising is <i><b>not </b></i>the primary objective.<br />
<br />
Hippo Whistler urges all interested parties to continue to lobby the decision makers to put a permanent stop to these unjustifiable killings.<br />

None of the hippos who have been killed and butchered are being tested for anthrax (as far as I know) and the meat taken from the hippo’s bodies are already being sold from the back of the vehicles in the local villages for a K-tenner or so, per kilo.<br />

Do the people buying the meat know that anthrax is a concern of DNPW or that the so called reason hippos are being killed is to <span style="font-size: small;">‘stop the spread of anthrax’.</span><br />

The Director of DNPW, Paul Zyambo must be upfront about what this whole operation is all about. It is not good enough to call the operation an Health Issue and then potentially put people's lives at risk. It is not good enough to generate revenue from Trophy Hunting calling it a cull and selling the hippo's flesh from the back of vehicles.<br />

PS: If you know these men, please, keep a close eye on the skin of the Hippo butchers (pictured above) and anyone else who has handled or carried the Hippo’s flesh because if there <i><b>is</b></i> anthrax then lesions can appear on the skin called Cutaneous Anthrax Lesions.<br />

International wildlife charity, Born Free Foundation, has condemned Zambia’s plan to kill 400 hippopotamuses a year over the next five years in the Luangwa River Valley, an area world-famous as a wildlife stronghold.<br />
<br />
According to reports, the cull (which has already started) was sanctioned by the Zambian Department of National Parks and Wildlife (DNPW) as a ‘wildlife management tool’ to prevent the future spread of anthrax among wild animals along a 250km stretch of riverine forest between Chikwa in North Luangwa and Lusangazi in South Luangwa. <br />
<br />
However, in what some are speculating as a measure to keep the proposed slaughter under wraps for as long as possible, local stakeholders were only informed about the cull four days before it started. They were also advised that the killing would be opened up to non-Zambian trophy hunters, raising questions about the legality of the hunt and its motivations.<br />
<br />
A five-year hunting contract has been reportedly awarded to Mabwe Safaris, and is being marketed by a South African hunting company called De Marillac Safaris (www.demarillacsafaris.co.za) <br />
<br />
Born Free President and Co-Founder, Will Travers OBE, stated: “There are many questions about this abhorrent activity, questions that simply must be answered: Is it a cull or is it ‘trophy hunting’? What is the scientific rationale for killing up to 2,000 hippo (there are perhaps as few as 80,000 hippo in all of Southern Africa)? Is culling an effective way of addressing the possible spread of anthrax? Where will the money from the cull really end up? Is there truly an over-population issue with hippo in the Luangwa area?<br />
<br />
He continued: “At a time when wildlife populations of multiple species are under extreme pressure across much of Africa, many, including Born Free and our supporters around the world, fundamentally question the logic of killing thousands of hippo, and turning the flood plains of the Luangwa River Valley into ‘killing fields’. I am sure the hippo cull, along with Zambia’s decision to re-instate trophy hunting of lions, will cause many to question whether Zambia is the right wildlife safari destination for them. I urge the authorities to call a halt to the killing with immediate effect.” <br />
<br />
The hippopotamus is listed as Vulnerable on the International Union of Conservation of Nature (IUCN) Red List with recent population estimates suggesting that, over the past 10 years, there has been a 7%-20% decline in hippo populations.<br />
<br />
The Born Free Foundation will be closely monitoring events in Zambia and will be regularly updating its website www.bornfree.org.uk as this horrific story unfolds.<br />

<span style="font-size: small;">The Zambian Department of National Parks and Wildlife (DNPW - formerly ZAWA) has issued licenses to professional hunting outfitters in 2016 onward to ‘cull’ hippos. </span><br />
<span style="font-size: small;"><br /></span>
<span style="font-size: small;">There are real questions as to the legality of the original issuance of the license/s.</span><br />
<span style="font-size: small;"><br /></span>
<span style="font-size: small;">DNPW have sold a number of hippo licenses to a Professional Hunter from South Africa, Theo De Marrilac. <a href="http://www.demarillacsafaris.co.za/" rel="nofollow" target="_blank">http://www.demarillacsafaris.co.za</a> and <a href="https://www.facebook.com/theo.demarillac?fref=ts" rel="nofollow" target="_blank">https://www.facebook.com/theo.demarillac</a></span><br />

<span style="font-size: small;">DNPW are calling these hunts a <i><b>wildlife management tool</b></i>. There were questions raised by the new Director of DNPW that the licenses may not have been legal and were arranged under the now defunct ZAWA last year. Despite this, DNPW have forged ahead with the contract and killing has commenced. Serious management issues have seen ZAWA disbanded in recent times and the New DNPW established. <i>(See relevant Zambian legislation in regards the change of operations, linked below.)</i></span><br />
<span style="font-size: small;"><br /></span>
<span style="font-size: small;">Recent meetings with the representatives from 6 local Community Resource Board (CRB) have confirmed that they will benefit from the hunt revenues. All the CRB’s agreed to the hunt, on the promise of revenue. The hunting was flagged in these meetings to commence 22 May 2016. The photographs were uploaded to the DNPW Officer’s Facebook page on 31 May 2016.</span><br />
<span style="font-size: small;"><br /></span>
<span style="font-size: small;">Information received indicates that the DNPW had either contracted or issued an exclusive license to a South African hunting outfitter, Theo De Marrillac to oversee, or manage what they are euphemistically calling the “cull” for animal management purposes, but which is in reality solely to sell hippo hunts to foreign hunters.</span><br />
<span style="font-size: small;"><br /></span>
<span style="font-size: small;">At the community meeting the officials from DNWP stated that the cull will be of whole herds of hippo; which would also mean that pregnant and suckling females and babies will be killed, which is in contravention of the Wildlife Act, if individual foreign trophy hunters undertake these killings. Please note though that the advertising material from the PH selling the hunts promise <i>"walk and stalk hunt over floodplains"</i>. <i>(See attached advertising material.) </i><span style="font-size: small;">Again, if this walk and stalk is the only modus operandi - suckling females who may have sequestered infants while out to graze could be killed. Leaving orphans to suffer. If pod masters are killed, this leads to the destabilization of the herds.</span></span><br />

<span style="font-size: small;">To the best of knowledge no Environmental Impact Assessment has been prepared or submitted.</span><br />
<span style="font-size: small;"><br /></span>
<span style="font-size: small;">Local professional hunters safari outfitters (PH) were up in arms. The bag is 400 a year, there is talk of the bag being 4 hippo's a day for 5 years in four separate locations along the Luangwa River. The hunting season is 4 months duration. If this is the case, then it is potentially running to 2,000 hippos over 5 years, [1] a significant proportion of the hippo population in the Luangwa Valley. </span><br />
<span style="font-size: small;"><br /></span>
<span style="font-size: small;">The local safari outfitters (PH), are concerned at the way Zambian authorities have conducted this licensing. There was talk of a court challenge by some of the local PH to issue an injunction against these hunts. The local PH's operating in the area have hunting concession with exclusive rights to hunting, it appears they have gone into negotiations with the foreign hippo hunters to allow the safari hunting clients to hunt hippos on their concessions to their financial benefit. </span><br />
<span style="font-size: small;"><br /></span>
<span style="font-size: small;">The Safari industry (non-consumptive) in the area are also very concerned - but may feel they have their hands tied as DNPW officials and local conditions means anyone speaking out may lose their concession licenses to operate their lodges.</span><br />

<span style="font-size: small;">To show just how challenging a hippo hunt is… a well known Big Game hunter, Safari Bwana, has this to say about Hippo hunting… <i>"To hunt a hippo is probably as challenging as beating a fly to death with a rolled up piece of newspaper” Source: <a href="http://www.safaribwana.com/ANIMALS/animpages/hippo.htm">http://www.safaribwana.com/ANIMALS/animpages/hippo.htm</a></i></span><br />

<span style="font-size: small;">The Luangwa River is one of the major tributaries of the Zambezi River, and one of the four biggest rivers of Zambia. The river generally floods in the rainy season (December to March) and then falls considerably in the dry season. When the dry season is particularly bad, as it has been for several years, the pressure on hippo populations is huge.The Luangwa River is one of the biggest unaltered rivers in Southern Africa and has 50,000 square kilometers of surrounding wildlife habitat along it's valley.</span><br />
<span style="font-size: small;"><br /></span>
<span style="font-size: small;">The hippopotamus is listed as *Vulnerable on the International Union of Conservation of Nature (IUCN) Redlist. <a href="http://www.iucnredlist.org/details/10103/0">http://www.iucnredlist.org/details/10103/0</a>.</span><br />
<span style="font-size: small;"><br /></span>
<span style="font-size: small;">By way of analogy, until the 1980's the Black Rhinoceros was at this species greatest concentration on the African Continent in the Luangwa Valley. They were hunted to extinction. The government and hunting fraternity mindset at the time was the Rhino were a plentiful species and the sale of hunting licenses ran unchecked. The further poaching for the illegal trade in rhino horn saw the end of this species in its entirety in the South Luangwa. The government mindset now is that hippo are plentiful, indeed the [1] largest concentration of hippos on the African continent reside along the Luangwa river. The analogy between the rhino of the 1980's and the hippo of the new millennia is plain to see. If the hunting of thousands of hippos over the next 5 years is allowed what will happen to the natural biology of the hippos of the South Luangwa? </span><br />
